RE: Write-in candidate for Board of Directors Election

Dear Bella Beach Homeowners,

After careful consideration and urging from many neighbors, I have decided to enter the race for one of the Board of Directors positions that is opening up this April. This decision does not come lightly as I know that the position will require a significant commitment of my personal time and effort. However, considering the current state of our HOA and the relationship between homeowners and the current Board, I feel that I can bring my sensibility and experience to help restore the feeling of community to Bella Beach.

Since our community is based so heavily with absentee owners, I have not had the opportunity to meet most of you. Therefore, let me give you a brief history to help us get acquainted. I spent the majority of my youth in Yachats, Oregon where my Mother worked for the Job Corps, and my Father was the store manager for Safeway in Newport. As I grew up and moved for school and career, I have always had a strong connection to the Oregon coast and care deeply about the future of this wonderful resource. I have since lived in many different cities while establishing my career and helping my wife Sydney finish her degrees, but I have always been drawn back to my roots on the Oregon coast. While on one of our many visits to the coast in 2000/2001, my wife and I stumbled upon a newly established little community called Bella Beach. We just had to look, so we drove through and saw that there were many lots being cleared and staked, and a few houses currently under construction. Sydney and I immediately fell in love with the idea of owning a cottage in this neighborhood. We met Casey and his lovely family that day, and they were kind enough to show us around and share their vision of the future community. We were sold!

Unfortunately, we were not in a position to buy and build at that time, but we kept the dream alive. As luck would have it, we became neighbors to Pat Corcoran and Arlyn Hummel in Portland. In 2004, they let us know that they were going to build a new home, and that they would love to sell us their park home when they finished. We shook on the deal, and closed in the summer of 2005. I now call Portland my primary residence and own several businesses in the Events industry, which I continue to grow on a national level, even in the current economic climate. My family and I have loved being a part of this community, and we hope to make it our full time residence in the future.

That all being said, I feel the community has gone through some "rough road" over the past couple of years. There are many issues that have struck chords with many owners, and I think we all have an idea of the little problems that have come up without me re-hashing them here. However, I feel that with some common sense and proactive community management, we can get things back on track and look towards the future rather than trying to step backwards. As a Director, my priorities would be to:
- Establish an open line of communication between the Board and all owners.
- Re-establish the funds of our HOA from the enormous loss in legal fees last year
- Re-visit the "Rules" that were adopted last year to determine if they represent what the owners really want in their community
- Establish a "forum" on the website where owners can voice their thoughts easily without having to attend HOA meetings
- Establish a fair and reasonable set of guidelines for the owners and rental management companies to work together in the community while still controlling the rare "problem renter"

I can bring to the Board my level headedness and my ability to communicate with people on a personal and business level. I am not one to make "knee-jerk" decisions, and will always evaluate the entire situation before jumping into a potentially volatile one. I hope that you will consider me for the job, and I will do my very best to help keep this community the Gem that is is.

Please feel free to contact me if you have any questions about me or my ideas.

Sincerely,

Vince Ovist
